This report to the Sanitary Commission of Massachusetts provided much of the impetus for the first organized public health measures in the United States. Prepared by a Governor-appointed committee led by Lemuel Shattuck (1793-1859), the report was based on an analysis of pre-existing health laws in ancient and contemporary Europe, and included reforms ranging from slum clearance and city planning to the protection of the health of school children and the management of rooming houses. This is a presentation copy inscribed by Shattuck.
